Abstract: Objective: To develop a multi-departmental collaborative management scheme for improving quality and efficiency in operating rooms, so as to provide references for enhancing surgical efficiency and nursing quality. Methods: Using the action research method, a "plan-act-observe-reflect" cycle was implemented from 2023 to 2024 to dynamically optimize five indicators: the compliance rate of surgical item counting, the number of times circulating nurses left the operating room, surgeon and patient satisfaction, on-time surgery start rate, and operating room utilization rate. Improvement measures were jointly carried out by multiple departments including the nursing department, medical affairs office, and anesthesiology department. Results: Following two rounds of interventions, the compliance rate of surgical count policy rose to 96.96%, the number of times circulating nurses left the operating room dropped to 0, patients' satisfaction rate reached 99.78%, surgeons' satisfaction rate were 81.49% (hospital) and 93.03% (OR level), the on-time start rate of surgeries increased from 74.60% to 89.50%, and the utilization rate of operating rooms rose from 76.74% to 90.49%. Conclusion: Dynamic indicator monitoring and refined time management can effectively improve operating room quality and efficiency, and this scheme is worthy of promotion.
