Abstract: Objective: To develop a health management strategy under integrated medical and elderly care for older adults with Mild Cognitive Impairment (MCI), offering a basis for personalized management. Methods: According to Anderson's Behavioral Model, we retrieved and analysed literatures to form a draft of the strategy for MCI older adults. Two rounds of Delphi consultations were conducted with 19 experts from November 2023 to February 2024. Results: Totally 32 studies were included, with two rounds of expert questionnaires both achieving a response rate of 100%. Expert authority coefficients were 0.879 and 0.904, and Kendall coordination coefficients were 0.205 and 0.208 (P<0.001), respectively. The strategy consisted of 60 specific terms to be categorized into four modules: health assessment, education, intervention, and follow-up. Conclusion: The health management strategy has strong scientific validity and reliability, providing a foundation for personalized management of MCI older adults.
