Abstract: Objective: To construct safety management evaluation indicators for hospitalized adolescents with Non-Suicidal Self-Injury (NSSI), providing a theoretical basis for their NSSI risk management and psychiatric nursing quality improvement. Methods: Based on the M-SHEL accident analysis model, a preliminary draft of the indicators was developed through literature analysis. The Delphi expert consultation method and the Analytic Hierarchy Process were applied for indicator screening and weight determination. Results: Totally 15 experts were invited to participate in two rounds of consultation. The questionnaire response rates were 100.0% and 86.7%; the authority coefficients were 0.897 and 0.917, respectively; and the Kendall's W values were 0.143 and 0.270 (both P<0.001), respectively. The final evaluation indicators consisted of 5 first-level indicators (Management risk, Software risk, Hardware risk, Environmental risk, Liveware risk), 15 second-level indicators, and 53 third-level indicators. Conclusion: The safety management evaluation indicators are structurally sound, scientifically grounded, and highly operable. It demonstrates strong practical value and potential for application, and can serve as a reference for clinical risk assessment and management.
