Abstract: Objective: To construct a "Zero-Time Exercise (ZTEx)" intervention plan for Chronic Obstructive Pulmonary Disease (COPD) older adults with oral frailty, and to provide a reference for improving their oral health status. Methods: Based on the concept of ZTEx, the first draft of the plan was developed through literature analysis, semistructured interviews, and research group discussions. The Delphi technique was then used to conduct two rounds of expert consultation among 20 experts in related fields to revise, improve and eventually establish the final draft. Results: The response rate in both rounds was 100%. The expert authority coefficients were 0.84 and 0.89, and Kendall's W were 0.232 and 0.223 (all P<0.001), respectively. The final ZTEx intervention plan is comprised of 6 first-level indicators, 15 second-level indicators, and 37 third-level indicators. Conclusion: The ZTEx intervention plan is scientific, targeted, and comprehensive to serve as a reference for oral health management in COPD older adults.
