Abstract: Objective: To construct a scientific standard index system for a nurse-led diabetes outpatient department. Methods: The first draft of the index system was initially developed based on literature review and panel discussion. Two rounds of expert consultation were conducted in 25 experts by the Delphi expert consultation technique. Results: The expert active coefficient of the two rounds of expert consultation was 100.0%, and the expert authority coefficients were 0.938 and 0.946, respectively. The coordination coefficients were between 0.103 and 0.151 (P<0.05). The final draft of the index system for a nurse-led diabetes outpatient department included 4 indices (post setting, rules and regulations, site and equipment, operation management) on the first level, 9 indices on the second level, and 26 indices on the third level. Conclusion: The index system for the nurse-led diabetes outpatient department is scientific and reasonable, and it can provide guidance for the development of nurse-led diabetes outpatient department nationally.
