Abstract: This paper lists a common problem and phenomenon that the students participate inactively Problem-Based Learning (PBL) method and the cooperative learning becomes a mere formality. We proposes the suggestions and solutions to promote PBL teaching efficacy with students' active participation, including empowering students to identify the nature and elements, to possess the capabilities, and to understand the advantages of cooperative learning.
