Abstract: A series of non-punitive measures in nursing safety culture were promoted to construct a non-punitive safety culture in nursing care. The "four-tier" management system and functions were strengthened. The fair culture, reporting culture, learning culture, on-site management culture and indicator culture were encouraged. From 2014 to 2016, the incidence of pressure injury decreased by 65.63%, the prevalence of needle stick injury decreased by 44.00%, the incidence of nursing defects decreased by 100.00%. In addition , the rate of self report of adverse events increased by 39.17% from 2014 to 2017. The non-punitive voluntary error reporting system facilitates patients to live in a safety nursing environment.
