Discussion on the construction of elderly care service system and workforce development based on diverse care needs

Abstract: With the continuous intensification of population aging in China, elderly care demands have become increasingly personalized and dynamic, presenting enduring challenges to the elderly care service sector and the professional workforce. Based on the health status and self-care ability of the elderly, this study establishes a three-tiered elderly care demand framework, which specifically covers daily support, health care, and specialized nursing. Subsequently, this paper proposes a data-driven modern elderly care service system that spans from "proactive prevention" to "functional maintenance" and finally to "disease management", with the goal of promoting the specialization, precision, and intelligent development of the elderly care service system. To address the structural mismatch between tiered care demands and the capabilities of the existing workforce, the paper advocates a dual-track workforce supply mechanism that integrates talent cultivation and role transformation, aiming to comprehensively enhance the professional competency of the elderly care workforce.
