Research on Australia's palliative care policy and its enlightenment for China

Abstract: Learning from Australia's palliative care policy and its successful experience in its implementation, with a view to promoting the development of China's hospice care, and meeting the public's expectations for death. The study analyzes the characteristics of Australia's palliative care policy based on the "six elements of the health system": unify palliative care service standards; adopt multiple funding methods; build a palliative care service framework; ensure the balance of service supply and demand in various regions; reduce the proportion of self-financed drugs and rich information acquisition ways. Combining with China's actual situation, the following suggestions are made: formulate a national hospice care service plan, unify service standards; clarify the positioning of hospice care services, and promote capital investment; implement graded hospice care services to achieve fairness and accessibility of services; establish an independent discipline of hospice care; base on the three-level hospice care service system to solve the difficulty of special medication at the grassroots level; build a hospice care information sharing platform and formulate a pre-established care plan.
